During the last meeting in Parliament, Prime Minister Evelyn Wever-Croes indicated that both the Parliament of Aruba and the Netherlands were very critical regarding the proposal of the Netherlands to come with the raft. 

There are many questions, comments and criticisms that have been made by different fractions. As for fractions of MEPs, AVP and raíz after delivering several questions, it was immediately said that they would not be in favor of the raft. Fraction of MAS and action 21 who were also critical, and after delivering many comments, criticisms and even demanding changes, finally voted in favor of the raft. The prime minister indicated that due to everything that the Parliament took forward, he continued to negotiate with the Netherlands, but unfortunately since the Parliament handed over these questions, in May 2022, the Netherlands had not changed anything else, did not want to talk about change, and did not want to respond to parliamentarians. The Prime Minister made all the correspondences available so that all fraction members can read, how since June 2022, the Government made several proposals to the Netherlands in order to break the impasse, once in May 2022, The Parliament said it would not accept the raft. The Government proposed to come with an agreement between themselves instead of a Kingdom Law, since he worked for COHO and it is certain that he can work for RAft, he proposed to put in the LAft law, a clause that Aruba could not change the law without talking to the Netherlands, but these options, The Netherlands did not want to accept. The government has explained to them that this is a bond agreement and it could be good to do the same with the bank, in which the Netherlands puts its conditions of what Aruba would have to fulfill in so many years, and when the agreement ends, none has to do with another anymore, but they didn’t want this either. 

The government told them that if the fear is that Aruba will change the law on its own, to give it when a low interest, and if in the future there is a Parliament or government that decides to change the law of LAft without talking to the Netherlands, then the interest goes up to 6 to 8%, but they did not accept this either. The prime minister explained that in July 2023, the Netherlands told the Government that, seeing that Aruba does not want to accept the raft as it is, they are willing to work on something else, it would not be the raft but it would be a Law of the Kingdom. Taking this into account, the prime minister went to Parliament to present this alternative, and this was where Parliament gave a picture in which they wanted the Government to continue negotiating.

This option is a hybrid address, in which there are some aspects in the national ordinance, and some in a nation law. With this, the Netherlands would have a cold in some things and the Parliament would have its autonomy within the national ordinance. On September 7, Parliament came up with motions and indicated that the raft be taken off the table and that the Government continue negotiating in the hybrid direction, maintaining and respecting the right of the Parliament’s budget law.
