New foundation for applied research established in Aruba

On February 23, 2023, the foundation named Caribbean Applied Engineering and Science Research Foundation, located in Aruba, was established at the office of notary Rodriguez-Taekema.

The purpose of the foundation is:

  • to promote high-quality research, stimulate research in specific areas for the benefit of society;
  • to conduct applied and practice-oriented research for knowledge transfer and knowledge and technology development for small and medium-sized enterprises and industry, and
  • to develop a support base and research infrastructure for science, scientific research in Aruba and scientific collaboration between relevant stakeholders in Aruba, the European Union and the region.

To achieve its goal, the foundation does the following:

  • conduct research in research institutes under own management or in collaboration with others;
  • organize scientific conferences, congresses and workshops, aimed at tackling international (social) issues, based on multidisciplinary, interdisciplinary and cross-sectoral research and collaboration between fundamental, applied and practice-oriented research;
  • organize, support and stimulate activities, events, meetings and projects aimed at promoting bridges between science, society and the business community;
  • initiate, develop and (co-)manage technical infrastructures and facilities for fundamental, applied and practice-oriented research, knowledge transfer and knowledge and technology development, and
  • initiate, develop and manage science and technology parks in Aruba.

In addition to the usual board members, the board of up to seven people also has a research coordinator charged with the research committee for drawing up vision, strategy, central research themes and research areas, and has a committee for science, business and society and a committee for technical infrastructure and facilities.

The board is charged with conducting applied and practice-oriented research, either in-house or by third parties within the framework of established research programs and can set up institutes for a definite or indefinite period. entering into and setting up partnerships (whether or not in institute form) and creating funds to support research conducted by third parties.

The foundation has an International Scientific Advisory Committee, which is tasked with advising on the scientific strategy, the interpretation of the vision, mission and the research programs of the foundation from an international perspective.

Research conducted in-house or by third parties under the supervision of the foundation or institutes is subject to internationally accepted codes of conduct and internationally accepted or prescribed standards for the integrity of the research, in particular for the management, organization and financial accountability of the research conducted, scientific publications and intellectual property inherent in or derived from the research.

The foundation is registered with the Chamber of Commerce as a research institute for biotechnology, but more generally focuses on:

  1. Water and sanitation, renewable energy and climate adaptation
  2. Agriculture, food security, food safety, and biodiversity conservation
  3. Health, bio and life sciences
  4. Infrastructures for information, communication and technology and artificial intelligence

The board consists of Milton Ponson (chairman and research coordinator), Rosalba Brouns (secretary). Patricia Portier (board member), Kirby Barrera (board member) and Marina Silva (board member).

In order to draw up the first multi-year research program, talks will be held in the coming months with government, industry and stakeholders in the scientific field, both locally and internationally, and introductory meetings will be organized with the business community and the general public.
